I just purchased a 2004 V70, and noticed right away how poorly the headlamps illuminate, to the point that it could be dangerous?
What are the recommendations for better lighting other than replacing the entire HL assembly?
The YouTube hits suggest sending it out to a 3rd party for complete upgrade.

Yes, the fluted lens on your V70's headlights are used to direct the beams and do indeed affect light output.
Some folks go with a clear lens which results in a blinding and illegal headlight.
Others have screwed in HID aftermarket bulbs to get higher and brighter which often just cook the wiring harnesses.
The European headlight system is far superior to the USA version but illegal in most states.
Consider installing new OEM units...

...and meanwhile here is the swap you can do in ten minutes...
Conversely, water and cheap white toothpaste spinning on a wool applicator propelled by a cordless rotary tool will clean up those foggy lens.
Does your location require annual vehicle safety inspections?
